Following the mandate by the European Commission a year ago, EFSA is currently carrying out the third stakeholder consultation for therevision process of the EFSA 2013 Guidance on the risk assessment of plant protection products on bees (Apis mellifera, Bombus spp. and solitary bees). The feedback has been focused on the revised tier 1 risk assessment schemes, in especial on crop attractiveness and risk assessment methodologies.
In the coming months, EFSA is scheduled to continue consulting stakeholders and Member State experts as well as toreceive input from risk managers on the definition of specific protection goals. As per the current timeline of the revision, a full public consultation is then planned in October/November this year, followed by a Workshop in December, and the revised guidance document delivered and published in the EFSA Journal during Q1 2021. In addition, a technical report on bee background mortality considering realistic beekeeping management and natural background mortality will be written. Comments received via the stakeholders and Member States (risk assessors and risk managers) as well as from the workshop will also be published.

In parallel, and also at the request of the European Commission, the European Chemicals Agency (ECHA) has started developing a guidance to assess the risk to bees and other arthropod pollinators from the use of biocides. The guidance will take into account EFSA’s guidance and is expected to be available by the end of 2021. ECHA and EFSA will cooperate to harmonise approaches for assessing risks to bees under the biocides and pesticides regulations. This cooperation will include the possibility for ECHA to comment and be involved in the EFSA Working Group as an observer and vice versa.
