The draft Guidance document on Comparative Assessment and Substitution of Plant Protection products in accordance with Regulation (EC) No 1107/2009 ( SANCO/11507/2013 rev.12) has now been published on the Commission website, having been noted at the Standing Committee meeting on 10 October 2014.
The document provides guidance to Member States on how to conduct comparative assessment when evaluating applications for authorisation of plant protection products.
When does it apply? For applications submitted as from 01 April 2015.
Comparative assessment and substitution becomes mandatory when Member States evaluate an application for a plant protection product containing an active substance approved as a candidate for substitution. The list of active substances that are approved as candidates for substitution will be published in due course.
