AIR-4 Renewal Programme

DG SANTE have published a draft Working Document ( that provides an indicative overview of the submission dates for supplementary dossiers for the renewal of active substances expiring between 01 January 2019 and 31 December 2021. The document will be subject to regular updates.

For the work programme, active substances have been divided into four groups based on the initial expiry date of the active substance, and presumed characteristics of the substance.

  • Group 1 – substances with expiry date before 30 April 2019. The expiry dates of the substances covered by Group 1 will not be postponed since they have the earliest expiry dates (latest 30/4/2016).
  • Group 2 – low-risk substances. Substances included in Group 2 are presumed to be low-risk substances.  These 38 substances have priority and will be evaluated first. No extensions of expiry dates were intended in a first instance. However, because the majority of substances in both Group 1 and Group 2 have expiry dates in 2019, all substances in Group 2 will be postponed for one year.
  • Group 3 – substances that may fail to satisfy approval criteria. Substances covered by Group 3 are active substances where there is indication they may fail to satisfy the criteria listed in points 3.6.2 to 3.6.5 and point 3.7 of Annex II to Regulation 1107/2009. 15 substances are presumed to fall in this group, and for these substances the original expiry dates remain valid and will not be postponed.
  • Group 4 – substances with current expiry dates between 31/07/2019 and 31/12/2021. For substances covered by Group 4, a Regulation will be prepared to set new expiry dates. However, a new expiry date will only be set when an application for renewal has been received. Where no application has been received, the current expiry date remains valid. The current expiry dates for the 110 substances in this group are postponed for either 2 or 3 years.

NOTE: The applicant must submit an application for renewal 3 years before the current deadline if they wish to renew the approval of the substance. Only when an application is received will the Commission take action and extend the current approval period. If an application is not received, the current expiry date will remain.
